Once you have hit threshold you will have to upload and submit extra documentation to Paypal team for verification purpose. You will have to provide your Proof of Identity and Proof of Address to Paypal support team. These can be your billing address or credit card statement. Paypal team is suppose to verify these documents once you have submitted them.
A few years back. Verification takes less than a few days, it seems verification will take much longer than usual these days. Raising support ticket also doesn’t help although their website promise to replay within 24 hours once the ticket is raised.

Our company’s Paypal account has been limited for almost 1 month without feedback or replies from Paypal. Our company’s Paypal account finally has its limited status lifted after contacting their phone support. It seems that there are now too many accounts in Malaysia that have been going limited on Paypal and it will take ages for them to verify an account.
